About This Recruitment

These positions sit within the Operation Support Team (OST) being assembled by the Ministry of Lands, Housing and Urban Development (MLHUD) to help deliver the Uganda Cities and Municipalities Infrastructure Development (UCMID) Operation, a six-year programme (FY2026/27-2031/32) financed by a US$540 million World Bank IDA credit. UCMID supports climate-smart urban infrastructure, institutional strengthening and capacity building across MLHUD and participating Local Governments.

The OST is a transitional, blended team of recruited specialists working alongside MLHUD staff, reporting to the Commissioner for Urban Development / Operation Coordinator. Contract OST members are engaged on a two-year contract, renewable twice subject to satisfactory performance.

Note: Only candidates with prior experience on externally (particularly World Bank) funded projects will be shortlisted.

Key Responsibilities

  • Verify supporting documentation (invoices, LPOs, delivery notes) for completeness and accuracy before payment processing
  • Draft payment vouchers and ensure correct budget line allocations
  • Post financial data into the project accounting software or the Government IFMS platform
  • Maintain accounts payable and accounts receivable ledgers
  • Manage office petty cash within approved thresholds and internal controls
  • Perform weekly cash counts and prepare cash reconciliation statements
  • File and archive payment vouchers, receipts and bank statements
  • Retrieve financial files to support internal and external audits

Qualifications

Bachelor's Degree in Finance, Accounting, Commerce or a related field; part qualification in ACCA or CPA

Experience

Minimum of 3 years of relevant finance/accounting experience with externally funded projects, a development partner, multilateral/international organization, government entity or corporate environment. Prior experience with the Government Integrated Financial Management System (IFMS) or donor-funded project accounts is highly preferred.
