About Palliative Care Association of Uganda (PCAU)

The Palliative Care Association of Uganda (PCAU) is the national umbrella body for palliative care providers in Uganda, established in 1999 and registered as an NGO in 2003. Its vision is to extend access to palliative care services to all patients and families in need in Uganda.

PCAU coordinates a network of over 2,000 individual members and 38 member organizations and works closely with the Government of Uganda to integrate palliative care into the health care system across the country. Palliative care services are now available in 113 districts through over 256 accredited facilities, including 13 Regional Referral Hospitals and 17 standalone hospices.

What PCAU Does:

  • Capacity Building: Strengthening the capacity of palliative care providers through training, continuous professional education, mentorship and supervision — the core mandate of this role.
  • Advocacy & Awareness Creation: Advocating for a supportive environment and increased understanding of palliative care among stakeholders.
  • Palliative Care Research & Information: Acting as a hub for research and information on palliative care in Uganda.
  • Governance & Support Functions: Enhancing effective governance and management of palliative care services.

PCAU also runs flagship programs including the Dr. Anne Merriman Fund for Uganda (DAMFU), Road to Hope, SHiNE Child Program, and Compassionate Communities. For this Capacity Building Manager role, knowledge of PCAU’s mandate is highly beneficial as the manager will lead the association’s core capacity-building function, aligning training, education needs assessments, and resource development with PCAU’s Strategic Plan and national palliative care goals.

Role Summary: The Palliative Care Association of Uganda (PCAU), the national umbrella for palliative care providers, seeks to recruit an energetic, flexible, and team-oriented Capacity Building Manager. The Manager is responsible for planning, coordinating, and executing all activities of the association’s core mandate of strengthening the capacity of palliative care providers in Uganda through supporting education, including continuous professional education, training, mentorship and supervision.

The role requires a hardworking, high-integrity professional able to work independently with minimal supervision, eager to learn and contribute to the growth of PCAU and the development of palliative care in Uganda. The ideal candidate has experience leading health education and training programs, developing engagement resources, collaborating with multiple stakeholders and teams to deliver tailored content, and managing multiple projects in a fast-paced, growing organization.

Key Duties and Responsibilities

1. Planning and Implementing the PCAU Capacity Building Program:

  • Maintain, update and manage the PCAU Capacity Building Plan in line with the organization’s strategic plan, ensuring content is up-to-date, relevant, accessible and culturally appropriate for diverse stakeholders.
  • Develop and manage approaches for annual comprehensive palliative care education and training needs assessments and surveys to ensure initiatives are responsive to beneficiaries and stakeholders.
  • Manage relationships with stakeholders engaged in palliative care education and training and support quality assurance of palliative care training and delivery.
  • Develop and implement systems to track and evaluate the effectiveness of palliative care education, training, support, supervision and mentorship programs, ensuring they meet needs and contribute to desired outcomes.
  • Manage the PCAU capacity-building program budget, monitoring expenditures and costs against delivered and realized benefits as the program progresses.
  • Create and monitor PCAU capacity-building annual work plans and program initiatives, ensuring alignment with the association’s overall strategy and priorities.
  • Manage and supervise program teams and assistants in the department and those assigned.
  • Provide regular reports and updates to senior leadership on the status of palliative care capacity-building efforts, highlighting successes, challenges and lessons learned.

2. Capacity Building Resources Development and Review:

  • Create and maintain suitable capacity-building resources for PCAU, e.g., Frequently Asked Questions (FAQs), step-by-step guides, templates, toolkits and video tutorials, tailored to different levels and ensuring content is accessible, relevant and effective.
  • Ensure PCAU Capacity Building resources are regularly updated in line with PCAU priorities, developments, stakeholder feedback, emerging trends and evolving needs.
  • Coordinate with all PCAU departmental heads and communications teams to ensure association capacity-building resources are effectively recognized and accessible to all relevant internal and external stakeholders.

3. Capacity Building Partnerships and Resource Mobilization:

  • Foster collaboration with PCAU’s external stakeholders, including training institutions and medical, nursing and allied health regulatory bodies, ensuring capacity-building efforts align with broader national goals, association strategies and partner priorities.
  • Engage external experts, trainers and consultants to enhance training offerings and provide specialized capacity-building initiatives for beneficiaries whenever needed.
  • Conduct searches and mapping for capacity-building resources, including sponsorships and scholarships for palliative care education and training at all levels.
  • Develop and manage PCAU capacity-building resource mobilization strategies and fundraising initiatives to contribute to continuous growth of financial resources for implementation of the association’s capacity-building plan.

4. Advocacy and Information Roles:

  • Develop and implement advocacy strategies and activities to strengthen and resource palliative care education and training in Uganda.
  • Engage relevant government and non-government stakeholders on the recognition and streamlining of palliative care specialist practice within the human resources for health and social services workforce.
  • Ensure availability and accessibility of all palliative care education and training information for stakeholders in Uganda.

Qualifications, Skills and Requirements

  • Master’s degree in Public Health, Health Systems Management, Health Professional Education, Palliative Care, or any other related field.
  • Bachelor’s degree in Medicine, Nursing, or Public Health (or other health-related field).
  • Postgraduate education or specialization in palliative care will be an added advantage.
  • Additional post-graduate training, certification or diploma in Project Planning and Management, Training Design, or Monitoring and Evaluation is an added advantage.
  • At least three (3) years of work experience in a reputable organization. Experience and medical internship employment will be considered.
  • Experience in coordinating or delivering training sessions for health workers will be an advantage.
  • Proficiency and demonstrated competence with training software systems is required.
  • Proficiency in Microsoft Office applications (Word, Excel, Access, PowerPoint).
  • Demonstrable leadership and program management experience and achievement will be an added advantage.
  • Excellent report writing and strong organization and leadership skills.
  • Energetic, flexible, team-oriented, hardworking, able to work independently with minimal supervision, high integrity, eager to learn and contribute.
  • Proven ability to manage multiple projects in a fast-paced environment and collaborate with diverse stakeholders.
  • Experience leading health education and training programs, developing engagement resources, and resource mobilization is highly desirable.
