Community Engagement Advisor – School Feeding Programme (Karamoja Region)

Background

Andre Foods International (AFI) is a registered National Non-Governmental Organization (NNGO) in Uganda, pivotal in supporting refugees and vulnerable communities. AFI focuses on a multi-faceted approach to address food insecurity, malnutrition, health, WASH, environment, gender protection, and research. AFI is actively seeking an experienced and qualified candidate to fill the position of Community Engagement Advisor – School Feeding Programme, Karamoja Region, based in Moroto.

Responsibilities

  • Guide appropriate community-wide sensitization campaign strategies through "School Feeding Champions" (cultural leaders, religious heads, traditional gatekeepers), positioning school feeding as a shared civic investment rather than donor dependency.
  • Provide guidance on appropriate Social Behaviour Change (SBC) dialogues and "Public Disclosure Barazas" using Community Scorecards to build transparency and trust around contribution management and the local Home-Grown School Feeding (HGSF) supply chain.
  • Facilitate gender-balanced SMC and Procurement Committee composition, working toward at least 50% women's representation, supported by Leadership and Financial Literacy Clinics for women members.
  • Facilitate the mobilization of parents, traditional leaders and community members to contribute labour, seeds and local knowledge to school gardens, and facilitate Labour and Harvest MoUs between SMCs and communities to ensure equitable contribution and transparent harvest management.
  • Facilitate periodic Community Conflict Audits to understand localised tensions (e.g. land disputes, clan dynamics) and ensure SMC composition and "School Feeding Champion" selection are inclusive and free from elite capture.

Qualifications and Requirements

  • Bachelor's Degree in Social Work, Community Development, Education, Nutrition, or any related field from an approved, recognized and reputable academic institution.
  • Proven skills in facilitation, training, and partnership building are essential.
  • Fluency in written and spoken English is a MUST.
  • At least five (5) years of working experience in community mobilization, stakeholder engagement, or programme implementation, preferably within school feeding, food security, or nutrition programmes.
  • Having a valid riding permit is an added advantage.
