AsOne Ministries is a non-profit organization making disciples of Jesus and creating sustainable solutions in education, enterprise, health, and agriculture that holistically address poverty in rural, underserved communities across Uganda. The Community Finance & Administrative Officer (CFAO) serves as the financial backbone of the AsOne community. The role is responsible for community-level financial management, including expense requisitions, petty cash management, revenue collection, bookkeeping, financial reconciliations, and compliance with AsOne's Financial Management & Control SOPs. The position also oversees vendor management and stock management across community entities and works closely with the Community Manager and Operations Manager to support day-to-day operations and serves as the Community Manager's operational backup when required. Duty Station: Namutumba, Uganda. Employment Type: Full-time. Work Hours: 8. Salary: Not Disclosed. The role requires exceptional honesty, meticulous record-keeping, strong financial discipline, and consistent adherence to established financial controls.

Key Duties and Responsibilities

  • Prepare the community's monthly expense requisition, accurately categorizing items by payment type and submit approved requisitions to Central Office by required deadline
  • Liaise with Central Office regarding requisition status, deliveries, and urgent community needs and communicate approved budgets and changes to relevant entity managers
  • Inspect deliveries against purchase orders and delivery notes, verify quantities and quality, report discrepancies, and record all received goods in community books of accounts
  • Ensure purchases comply with approved petty cash and procurement categories and return unspent cash expense funds to community account at month-end
  • Identify and assess suitable vendors and suppliers, obtain required approval before adding vendors to approved vendor pool
  • Prepare and maintain vendor agreements and secure records of vendor registration details, contacts, agreements, and documentation
  • Monitor vendor performance and delivery timelines, escalate delays or non-performance to Operations Manager
  • Obtain and verify supplier invoices against purchase orders and delivery notes and submit verified vendor invoices to Central Finance Office
  • Conduct weekly stock counts for clinic stock including pharmacy and laboratory inventory, weekly counts of school-held stock such as uniforms and food supplies, and monthly stock takes of community equipment
  • Reconcile physical stock against stock records, report variances immediately, monitor consumption trends, forecast requirements, and submit stock requisitions in advance to prevent stock-outs
  • Receive and securely maintain approved petty cash float, disburse only for approved categories within authorized limits, issue and co-sign vouchers for every disbursement
  • Maintain accurate daily petty cash ledger, conduct daily reconciliations with relevant entity manager, attach original supporting receipts, ensure petty cash is fully accounted for before replenishment, and bank unspent petty cash before month-end
  • Ensure revenue is collected through approved payment channels with properly issued receipts, maintain daily revenue logs, keep revenue cash separate from petty cash
  • Prepare and complete bank deposits for all applicable cash revenue within required timeframe and reconcile cash revenue against receipts and daily records
  • Reconcile digital payment platforms with revenue logs and accounting records, submit daily revenue reports to Central Office, and maintain supporting documentation including platform statements and bank deposit receipts
  • Maintain complete and accurate community books of accounts ensuring every entry is recorded on day of transaction with appropriate supporting documentation
  • Prepare monthly expense summaries and monthly revenue reports by entity and category and maintain compliance with AsOne's Financial Management & Control SOPs
  • Cooperate fully with audits, surprise cash counts, and unannounced site visits and immediately report suspected financial misconduct or control breaches
  • Act as operational backup to Community Manager, support implementation of organizational initiatives, SOPs, and reporting requirements, assist with weekly operational reports and monthly financial submissions
  • Promote culture of financial integrity, accountability, and transparency

Qualifications, Skills and Requirements

  • Diploma or Bachelor's degree in Accounting, Finance, Business Administration, or a related field
  • Professional accounting qualification such as CPA or ACCA (part-qualified) is an added advantage
  • Minimum 2-3 years experience in finance, accounting, or bookkeeping
  • Demonstrated hands-on experience in maintaining books of accounts, managing petty cash, and preparing financial reconciliations
  • Experience in a community-based, rural, non-profit, or faith-based organization is highly desirable
  • Experience managing cash and revenue in a multi-entity or multi-site environment is an added advantage
  • Working knowledge of Ugandan financial regulations, tax requirements, and basic compliance obligations
  • Proficiency in Microsoft Office, particularly Excel
  • Experience with mobile-money platforms such as MTN MoMo Pay and Airtel Pay, and digital payment systems such as SurePay, is desirable
  • Ability to work effectively in a rural community environment with regular field-level presence
  • Exceptional integrity and strong personal financial discipline, meticulous attention to detail, highly organized and disciplined in following financial procedures
