The Embassy of Belgium in Kampala is recruiting a Deputy Attaché for International Cooperation / University-level operative – development cooperation and economic field on a full-time temporary contract (GS6). The position offers a minimum gross monthly salary of 8,488,175.25 UGX (increased by an amount depending on relevant experience) and is for one year starting 1st October 2026 with possibility of extension. The role is based in Kampala and reports within the development cooperation section of the Embassy, closely monitoring Belgian cooperation programmes in Uganda.

• Eligibility: Must be Ugandan citizen or foreign national eligible to apply for a Ugandan work permit

Key Duties and Responsibilities

• Close monitoring of and reporting on focus sectors and programmes of the Belgian development cooperation, especially regarding the humanitarian sector, education and health.
• Active participation in sectoral development partner groups and multi-stakeholder coordination mechanisms, including organizing meetings, events, studies and contributing to sectoral policy dialogue and advocacy.
• Liaising with implementing actors and partners of the Belgian development cooperation (Enabel, private sector actors, NGOs, multilateral organizations, universities) and organizing/conducting field visits to their operations.
• Promoting implementation of Belgium’s development policy priorities and preparing analytical progress reports.
• Follow-up and reporting on the socio-economic situation in Uganda.
• Providing input in the positioning of Belgium’s external action in Uganda, as well as analysing and advising on proposals submitted by implementing actors and draft policy notes based on specific knowledge of the Ugandan development context.
• Providing support to Belgian or Belgium-related private companies and partners.

Qualifications, Skills and Requirements

• Postgraduate university (Master’s) degree, preferably in political science, public health management, educational science, law, management, economics, environmental or development studies or equivalent by experience.
• At least 2 years of relevant work experience.
• Good knowledge of the Ugandan development context and socio-economic fabric.
• Oral and written fluency in English and French and/or Dutch.
• Strong analytical skills.
• Proficient user of Microsoft Office applications.
• Advantages: Public communication skills and expertise (including on social media); Knowledge of and experience with the different actors of the Belgian development cooperation.
• Must be Ugandan citizen or eligible to apply for a work permit as a foreign national.
