Job Details
CoRSU Hospital (Comprehensive Rehabilitation Services for People with Disability in Uganda), established in 2006 as a private non-profit NGO providing orthopaedic surgery, plastic surgery and rehabilitation, is seeking an Estates Officer. This is a full-time position reporting to the Head of Human Resource and Administration, based at CoRSU Hospital, Kawuku, Entebbe Road, Kisubi. The role is responsible for supporting the efficient management and maintenance of facilities, ensuring the highest standards of safety, functionality and compliance.
Key Duties and Responsibilities
- Assist in developing and implementing estate management plans, policies and procedures in line with CoRSU's objectives and regulatory requirements.
- Plan maintenance activities in buildings, energy (sources and distribution), HVAC/CVC, water and sanitation, safety equipment and systems.
- Support management of medical waste, cold chain and direction signage planning and ensure compliance with quality standards regarding hospital's technical activities.
- Ensure fire prevention and occupant safety measures are in place and conduct regular inspections to identify maintenance needs, safety hazards and areas for improvement.
- Coordinate with external contractors, suppliers and service providers for repairs, maintenance and renovations and manage contact with external contractors.
- Requisition goods and services for approval by the Sr. Administration Officer and update on purchases, volumes and delivery dates for financial compliance.
- Ensure compliance with procurement best practice, reconcile and correct charging instructions, and support Medium-Term Financial Planning exercise.
- Ensure timely reconciliations and payment of goods and services through preparation of requisitions and confirmation of completion of works.
- Oversee management of equipment maintenance contracts, laundry services and building services contracts; deputize in contract management of fumigation and waste collection.
- Provide support during contract evaluation and moderation, maintain property files with up-to-date lease agreements and inventory records, and collaborate with Furnishings Supervisor on inventory records.
- Update changes in inventory records, property compliance records and utility usage; lead on issuance and maintenance of key processes.
- Maintain accurate records of maintenance activities and inspections, respond promptly to estate-related emergencies, ensure utility bills are submitted monthly for payment, and manage day-to-day minor projects.
- Develop the department budget, continuously identify areas for improved efficiency and reduced maintenance costs, assess risk inherent in administration process, and ensure adherence to patient confidentiality, safeguarding and all CoRSU Policies and Procedures.
Qualifications, Skills and Requirements
- Bachelor's Degree in Engineering or equivalent, or Degree in Facility Management.
- 3 years of relevant professional experience in healthcare or hospital Facility Management and in Managing Teams.
- Experience in building construction, asset care and maintenance of physical infrastructure.
- Proficiency in budgeting, policy development and staff management.
- Strong technical background and good management capacity.
- Solid knowledge of Asset Care and Preventive Maintenance Practices.
- Knowledge of the Occupational Health and Safety Act.
- Excellent knowledge of Contract Management Processes.
- Basic knowledge of Risk Management.
- Organizational Skills and Record Management.
- Flexibility to work extra hours and on-call on weekends.
