About This Recruitment
These positions sit within the Operation Support Team (OST) being assembled by the Ministry of Lands, Housing and Urban Development (MLHUD) to help deliver the Uganda Cities and Municipalities Infrastructure Development (UCMID) Operation, a six-year programme (FY2026/27-2031/32) financed by a US$540 million World Bank IDA credit. UCMID supports climate-smart urban infrastructure, institutional strengthening and capacity building across MLHUD and participating Local Governments.
The OST is a transitional, blended team of recruited specialists working alongside MLHUD staff, reporting to the Commissioner for Urban Development / Operation Coordinator. Contract OST members are engaged on a two-year contract, renewable twice subject to satisfactory performance.
Note: Only candidates with prior experience on externally (particularly World Bank) funded projects will be shortlisted.
Key Responsibilities
- Lead preparation and consolidation of annual Operation budgets and financial forecasts
- Monitor budget execution and ensure work plans/budgets align with national budgeting cycles
- Manage program cash flow for central and sub-national operations
- Ensure expenditures comply with GoU and World Bank financial management rules
- Establish and enforce internal financial controls and risk management
- Advise the Operation Coordinator on payments, disbursements and complex transactions
- Maintain financial records and statutory books of account
- Prepare monthly, quarterly and annual financial reports, plus Interim Financial Reports (IFRs) for the World Bank
- Coordinate internal/external audits and drive resolution of audit queries
- Provide financial management mentorship to participating Local Governments
- Lead Value for Money (VFM) audits of Local Government infrastructure subprojects
Qualifications
Bachelor's Degree in Accounting, Finance, Commerce or related field; Master's Degree in Finance, Accounting, Business Administration or related field; CPA or ACCA qualification (mandatory); ICPAU membership (mandatory)
Experience
At least 8 years of relevant public sector financial management experience, including a minimum of 3 years in a financial management supervisory role and over 5 years overseeing financial management of complex donor-financed operations.
