Job Details

SNV in partnership with World Food Programme (WFP) is developing and implementing a multi-year school feeding program in selected districts of Uganda as a pilot for a national school feeding program in line with the draft National School Feeding Policy. Under its Country Strategic Plan 2026-2030, WFP in partnership with SNV will support strengthening and operationalisation of the national School Feeding Policy framework, promote sustainable financing solutions and build capacities for management of quality school feeding programming. The project builds on district and community momentum to support parent-led school feeding and will generate learning on effective community and parental engagement models. The Finance and Administration Officer supports budget management, financial planning and analysis, financial and donor reporting, partner and staff capacity strengthening, and project risk management in Gulu.

Key Duties and Responsibilities

  • Financial Management: Prepare and supervise financial analysis regarding Advances based on organization and donor procedures; maintain books of accounts, checks, receipts, vouchers and other financial documents safeguarded against misuse; review petty cash payments and ensure timely replenishment; support cross-cutting activities like audit, monthly end closure, tracking and correction of balance accounts
  • Budget Management: Support annual budgeting and revisions, forecasting and reforecasting, budget-versus-actual and variance analysis, corrective action plans, expenditure monitoring, commitment tracking, cost allocation, cash-flow planning, partner budget oversight, donor budget compliance, modifications/reallocations, pipeline and funding-gap analysis
  • Financial Reporting: Support monthly, quarterly and annual financial reporting, donor financial reports, statutory and corporate financial statements, project closure reports, reconciliations, revenue recognition, receivables and payables, foreign-exchange gains/losses, audit schedules, IPSAS compliance, data quality and ERP reporting, and follow-up of audit findings
  • Capacity Building: Conduct finance capacity assessments, structured training plans, coaching and mentoring, partner financial-management strengthening, training on donor rules, budgeting and forecasting skills, internal-control awareness, fraud prevention, development of SOPs and tools, post-training assessments and monitoring of performance improvement
  • Risk Management: Conduct enterprise and project financial-risk assessments, maintain risk registers, manage fraud and corruption risk, partner fiduciary risk, tax and statutory compliance, and periodic risk monitoring; ensure compliance with organizational financial policies and donor regulations and implement effective internal controls
  • Data Entry: Verification of invoices in line with approved Concept Notes, Terms of References and Contracts; data entry of financial transactions in SBD after detailed review; weekly updating of payment information in SBD
  • Filing / Documentation: Label and stamp financial documents with PAID marks, properly identify transactions, and arrange documents for internal and external auditors upon request
  • Procurement, Logistics and Administration: Provide financial oversight of procurement processes; oversee fleet management including vehicle utilization, fuel monitoring, maintenance, insurance and licensing; oversee office administration including facilities, utilities, leases, security, equipment, maintenance, cleaning and inventory; support logistics for meetings, workshops, travel, conferences and field activities
  • Staff Management: Supervise and support the Junior Finance Officer, drivers and office clerk

Qualifications, Skills and Requirements

  • Bachelor degree required (Finance, Accounting, Business Administration or related field)
  • Experience in financial management, budgeting, forecasting, and donor financial reporting
  • Experience with audit readiness, IPSAS or applicable accounting frameworks, ERP reporting and reconciliations
  • Knowledge of internal controls, fraud prevention, risk management and donor compliance
  • Capacity to conduct training, coaching and capacity strengthening of staff and partners
