Uganda National Oil Company Limited (UNOC) is a limited liability company wholly owned by the Government of Uganda, established under Section 42 of the Petroleum (Exploration, Development and Production) Act and Section 7 of the Petroleum (Refining, Conversion, Transmission and Midstream Storage) Act, both of 2013, and incorporated under the Companies Act, 2012 on 12th June 2015. Its mandate is to handle the Government's commercial interests in the petroleum sector and ensure the resource is exploited in a sustainable manner, investigating and proposing new upstream, midstream and downstream ventures. UNOC operates through two subsidiaries: Uganda Refinery Holding Company Ltd (URHC) and National Pipeline Company (U) Ltd (NPC), and manages landmark projects including Exploration & New Ventures, Kingfisher, Tilenga, the 1,443km East African Crude Oil Pipeline (EACOP), and the Uganda Refinery Project at Kabaale. Its vision is to be a profitable company that sustainably operates across the petroleum value chain by 2030, guided by values of Safety First, Care for People and Environment, Integrity, Excellence, Collaboration and Innovation. This GIS Officer role within the Operations Department is central to UNOC's geospatial capabilities, supporting AM/FM and spatial analysis for joint venture projects and national petroleum infrastructure.

Job Purpose: To execute all frontline activities for GIS and Automated Mapping/Facilities Management (AM/FM) including conducting acquisition and preparation of GIS data, including spatial analysis, data integrity and high-quality map production.
Key Duties and Responsibilities
- Acquire and prepare primary GIS data.
- Support the GIS Specialist in the development of robust yet flexible databases for existing and new GIS layers.
- Administer GIS applications.
- Trouble-shoot and maintain GIS systems and tools.
- Maintain professional relationships with software vendors.
- Administer the GIS databases and tools.
- Supervise external service providers for GIS data and related work.
- Work with Partner Project Teams to gather GIS data for joint projects.
- Any other duties as may be assigned.
Qualifications, Skills and Requirements
- Bachelor's Degree (Hons) in Geography or Information Management Systems or Surveying or related studies.
- At least 4 years of direct work experience in GIS data collection, evaluation and analysis.
