About This Recruitment

These positions sit within the Operation Support Team (OST) being assembled by the Ministry of Lands, Housing and Urban Development (MLHUD) to help deliver the Uganda Cities and Municipalities Infrastructure Development (UCMID) Operation, a six-year programme (FY2026/27-2031/32) financed by a US$540 million World Bank IDA credit. UCMID supports climate-smart urban infrastructure, institutional strengthening and capacity building across MLHUD and participating Local Governments.

The OST is a transitional, blended team of recruited specialists working alongside MLHUD staff, reporting to the Commissioner for Urban Development / Operation Coordinator. Contract OST members are engaged on a two-year contract, renewable twice subject to satisfactory performance.

Note: Only candidates with prior experience on externally (particularly World Bank) funded projects will be shortlisted.

Key Responsibilities

Establish and maintain GIS databases and spatial information systems
Develop GIS data standards and management protocols, with a focus on data quality and inter-institutional governance
Support development of the National Urban Data Platform and interoperability with other GoU platforms
Use spatial analysis to guide urban planning and infrastructure investment decisions, including site suitability modelling
Produce maps, interactive dashboards and geospatial products for program reporting and M&E
Track infrastructure investments geospatially to support Disbursement-Linked Indicator (DLI) verification
Conduct climate vulnerability, environmental hazard and ecosystem mapping for resilience planning
Work with the Social Development and Environmental Specialists on safeguard-related mapping for ESIAs, ESMPs and RAPs
Conduct socioeconomic spatial analysis, including equity of access in Refugee Hosting Districts
Design and deliver GIS capacity-building and hands-on training for MLHUD and Local Government staff
Liaise with mapping agencies, academic bodies and data providers to source up-to-date geospatial data
Prepare spatial analysis reports and technical briefs for program leadership

Qualifications

Bachelor's Degree in Geography, Geomatics, GIS, Surveying, Urban Planning, Environmental Science, Spatial Planning or related field; Master's Degree in a relevant field; professional proficiency in ArcGIS, QGIS and GIS data collection systems is mandatory; experience with tools such as KoboToolbox, Power BI, drone surveying and AI-enabled spatial analysis is preferred

Experience

Minimum 8 years of relevant experience, including at least 3 years in a supervisory/senior technical role, experience supporting donor-funded or urban development programmes, and experience working in urban contexts with limited existing spatial data infrastructure.
