Job Details
HR Manager reporting to the organization's management team and working alongside senior management to develop, update and operationalize SIHA's HR systems, practices and tools across the Greater Horn of Africa region. Based at Regional Office, Kampala, Uganda. Responsible for strategic and operational HR leadership across SIHA's regional presence. Full-time. Will lead HR function, supervise HR staff, manage annual HR and staff development budget, and foster a feminist, inclusive, wellbeing-centered workplace. Requirement to travel within the Greater Horn of Africa. Salary not disclosed.
Key Duties and Responsibilities
- Provide strategic leadership and coordination of SIHA's regional HR function by developing, implementing and continuously improving HR strategies, systems, policies and practices reflecting SIHA's mission and feminist values; serve as principal HR advisor to Regional Director, Senior Management Team and Country Coordinators
- Lead talent acquisition, workforce planning and succession planning: coordinate recruitment from workforce planning and job description development through selection, onboarding, confirmation and exit, promoting equitable and transparent hiring
- Lead performance management framework: support managers and staff to establish performance objectives, conduct regular appraisals, identify learning needs and strengthen performance; coordinate organizational learning, leadership development, coaching and mentoring
- Promote positive, inclusive feminist organizational culture valuing collaboration, diversity, equity, inclusion, accountability and staff wellbeing; provide guidance on employee relations, conflict resolution, grievances, disciplinary matters, whistleblowing and safeguarding
- Lead development, review, implementation and monitoring of HR policies, procedures and guidelines ensuring alignment with organizational priorities and applicable labor laws across countries of operation; work with Compliance team on compliance and HR risk management
- Oversee HR systems and operations: accurate staff records, contracts, payroll coordination, benefits administration, HR reporting and personnel documentation; promote HR information systems for efficiency and data-driven decision making
- Prepare and manage annual HR and staff development budget; monitor expenditures; ensure financial stewardship and efficient implementation of HR work plans
- Support organizational development via strategic planning, restructuring, change management and continuous improvement initiatives; strengthen internal communication and collaboration
Qualifications, Skills and Requirements
- Master's degree in HR and Management preferred, with at least 8 years of experience; or 10 years of experience in HR, management and coordination will also be considered; more than 8 years progressive experience including 5 years in similar roles overseeing HR and people culture strategies for value-driven non-profits, particularly in Africa and in conflict and post-conflict environments
- Experience leading high-stakes HR functions of a complex non-profit within a multi-stakeholder programme strategy
- Commitment to SIHA's feminist principles and understanding of intersectional feminism
- Strong leadership and people management skills with ability to coach, mentor and develop diverse teams
- High integrity, professionalism, transparency and accountability, handling sensitive confidential information with discretion
- Excellent strategic thinking, critical analysis and problem-solving skills
- Strong interpersonal, communication, negotiation and conflict resolution skills; ability to build trusted relationships across multicultural and multidisciplinary teams
- Excellent organizational and time management skills and ability to manage multiple priorities under pressure
- Demonstrated ability to develop, review and implement HR policies and systems aligned with legal requirements
- Experience supporting workforce planning, performance management, staff wellbeing, safeguarding and organizational development
- Self-awareness, emotional intelligence, adaptability and resilience to navigate high-risk environments
- Willingness and ability to travel within the Greater Horn of Africa
