About This Recruitment

These positions sit within the Operation Support Team (OST) being assembled by the Ministry of Lands, Housing and Urban Development (MLHUD) to help deliver the Uganda Cities and Municipalities Infrastructure Development (UCMID) Operation, a six-year programme (FY2026/27-2031/32) financed by a US$540 million World Bank IDA credit. UCMID supports climate-smart urban infrastructure, institutional strengthening and capacity building across MLHUD and participating Local Governments.

The OST is a transitional, blended team of recruited specialists working alongside MLHUD staff, reporting to the Commissioner for Urban Development / Operation Coordinator. Contract OST members are engaged on a two-year contract, renewable twice subject to satisfactory performance.

Note: Only candidates with prior experience on externally (particularly World Bank) funded projects will be shortlisted.

Key Responsibilities

Manage LAN, internet connectivity and access configuration for OST users
Set up, secure and maintain server environments, storage and institutional email systems
Install, patch and manage licenses for operational software, including MS Office and specialized engineering/M&E platforms
Troubleshoot hardware and connectivity issues and provide technical support to staff
Implement and maintain automated system backup routines for critical project records
Administer IT security tools, endpoint antivirus, password policies and access controls
Maintain an inventory of IT hardware assets and conduct routine device performance checks
Support the Communications team with backend maintenance of institutional websites and digital platforms

Qualifications

Bachelor's degree in IT, Computer Science or a related field; postgraduate qualification an added advantage; professional certification in Microsoft, CISCO, Oracle, CISA, ITIL or equivalent is mandatory; proficiency in Windows OS, networking and basic server management required

Experience

A minimum of 6 years of relevant ICT experience with externally funded projects, a development partner, multilateral/international organization, government entity or corporate environment.
