About This Recruitment

These positions sit within the Operation Support Team (OST) being assembled by the Ministry of Lands, Housing and Urban Development (MLHUD) to help deliver the Uganda Cities and Municipalities Infrastructure Development (UCMID) Operation, a six-year programme (FY2026/27-2031/32) financed by a US$540 million World Bank IDA credit. UCMID supports climate-smart urban infrastructure, institutional strengthening and capacity building across MLHUD and participating Local Governments.

The OST is a transitional, blended team of recruited specialists working alongside MLHUD staff, reporting to the Commissioner for Urban Development / Operation Coordinator. Contract OST members are engaged on a two-year contract, renewable twice subject to satisfactory performance.

Note: Only candidates with prior experience on externally (particularly World Bank) funded projects will be shortlisted.

Key Responsibilities

Provide technical oversight of infrastructure development activities under the UCMID Operation
Draft Terms of Reference for Design and Supervision consultants and take part in proposal evaluation
Review engineering designs, drawings, specifications and tender documents for structural/functional integrity
Enforce climate-resilient design standards aligned with national and World Bank requirements
Mentor participating Local Governments on compiling civil works bidding documents for Value for Money
Support LG procurement processes to enable timely contract award of works and consulting services
Supervise and monitor consultants/contractors to ensure work meets contract and quality requirements
Take part in engineering inspections, technical audits and independent evaluations
Prepare regular infrastructure implementation status reports and review monthly construction supervision reports
Design and deliver infrastructure capacity-building and mentoring for Ministry and LG staff
Provide broader engineering support to the wider project team as needed

Qualifications

Bachelor's Degree in Civil Engineering or a related discipline; Master's Degree in Engineering, Construction Management, Infrastructure Management or related field; registered Engineer with ERB and a valid practicing license; a project management certification/postgraduate qualification is an added advantage

Experience

Minimum 8 years of relevant experience, including at least 3 years in a management/supervisory role and at least 5 years handling donor-funded infrastructure projects.
