Uganda National Oil Company Limited (UNOC) is a limited liability company wholly owned by the Government of Uganda (shareholders: Minister of Energy and Mineral Development 51% and Minister of Finance, Planning and Economic Development 49%). Established under the Petroleum (Exploration, Development and Production) Act and the Petroleum (Refining, Conversion, Transmission and Midstream Storage) Act, both of 2013, and incorporated on 12 June 2015, UNOC handles the State's commercial interests in the oil and gas industry and ensures sustainable exploitation of the resource. Its mandate includes managing State participation in petroleum activities and investigating and proposing new upstream, midstream and downstream ventures locally and internationally. UNOC operates through subsidiaries Uganda Refinery Holding Company Ltd (URHC) and National Pipeline Company (U) Ltd (NPC) and partners with TotalEnergies, CNOOC and others on flagship projects including Tilenga, Kingfisher, the East African Crude Oil Pipeline (EACOP) and the Uganda Refinery/Kabaale Industrial Park. This Joint Venture Accountant position sits within the Finance Department and is central to managing UNOC's financial interests in Operated and Non-Operated Joint Venture assets.

  • Job Purpose: To provide support in the planning for and monitoring of Non-Operated Assets, review of Joint Venture (JV) annual workplans & budgets and ensure that Joint Interest Billings and Cash Calls are honored within the provisions of the Joint Operating Agreement(s) (JOAs).

Key Duties and Responsibilities

  • Review Monthly Joint Interest Billings & Cash Calls of JV Partners.
  • Monitor monthly Capital Expenditures from JV Partners in line with approved annual budgets.
  • Ensure UNOC meets its financial compliance requirements as per the Upstream JOA(s).
  • Prepare Joint Interest Billings for Operated assets.
  • Maintain JV Joint Account and ensure that there is no commingling of resources.
  • Prepare Monthly accruals for the Non-Operated Assets.
  • Follow up on Cost Recovery Audits and related issues for Non-Operated Assets in line with the PSA provisions.
  • Participate in budget processing and ensure regular review of both the Operated and Non-Operated Assets Operations.
  • Review joint venture annual work programs and budgets.
  • Participate in JV Audits on behalf of UNOC in line with provisions of the Upstream Joint Operating Agreements (JOA).
  • Participate in annual inventory counts and asset verification exercises for UNOC and its JV Partners.
  • Monthly set-up of Allocations, Overheads, and WIP processes.
  • Recommend potential enhancements of Joint Venture financial policies and procedures.

Qualifications, Skills and Requirements

  • Bachelor's degree in Finance, Business Administration, Accounting, Economics or related fields.
  • Full Professional Membership (ACCA / CPA).
  • At least Four (4) years of working experience in Financial Accounting and/or Reporting from a reputable company.
  • High degree of professionalism.
  • Ability to maintain confidentiality.
  • Proficiency in Microsoft Excel.
  • Application of IFRS and any other relevant accounting standards.
  • Knowledge of Uganda tax laws.
  • Joint Venture Accounting.
  • Knowledge of Integrated Planning and budgeting.
  • Expert knowledge of Enterprise Resource Systems (ERPs).
  • General Knowledge of the Oil & Gas Value Chain.
  • Stakeholder Management.
  • Strong Knowledge in Financial Accounting and Controls.
  • Strong Knowledge in Financial Analysis.
  • Strong Knowledge in Accounting and GL reconciliations.
  • Strong Knowledge in Financial Reporting.
