Evidence Action is seeking Lead Field Officers for the Safe Water Now (SWN) program based in Mbale, Uganda. The Lead Officer, Program Implementation-SWN will lead and oversee all activities at a satellite office, manage field teams, ensure timely chlorine delivery and dispenser maintenance, conduct community and government engagement, and provide training, mentorship, and operational support.

Key Duties and Responsibilities

  • Provide leadership and oversight over all activities in a satellite office/hub
  • Manage Officers, CSAs, and CSA PE in an ongoing field office
  • Conduct chlorine delivery and maintenance back checks
  • Supervise dispenser installations by ensuring Masons and Officers/CSAs have necessary materials at water points
  • Train, supervise, mentor, and coach Officers/community service assistants/masons
  • Lead community leaders meetings and local government sensitization meetings
  • Conduct nominations/verification, chlorine delivery and service, and field surveys administration
  • Fix basic dispenser maintenance issues using hand tools
  • Develop weekly work plans and reports for chlorine deliveries, spot checks, maintenance, and promotional activities
  • Manage approved funds for daily running of field and office activities
  • Administer field data for dispenser installation and maintenance through smartphone technology
  • Engage Senior HSAs, Cluster Managers/Supervisors and Health Centre In-charges for program feedback
  • Conduct program awareness follow-ups and re-sensitization meetings
  • Ensure sustainable chlorine adoption rates in the field office
  • Manage data collection requests in a timely manner
  • Facilitate office feedback meetings and provide timely feedback to Officers
  • Effectively manage all organization items including motorbike usage
  • Perform other duties as delegated by the Associate Area Coordinator

Qualifications, Skills and Requirements

  • Bachelor's Degree in social work, development studies, public health, or a related field
  • A minimum of 2 years of professional experience in a related field
  • Excellent motorbike riding skills with valid riding permit (Class A)
  • Experience leading or being part of a high-performing project team
  • Demonstrated ability to identify gaps and collaborate effectively with diverse teams
  • Proficient in managing complex workplans, prioritizing tasks, and delegating effectively
  • Skilled in setting clear objectives and tracking progress
  • Proficient in Office Suites (Microsoft Excel/Word and/or Google Sheets/Docs)
  • Demonstrable skills in database management and record-keeping
  • Excellent interpersonal and communication skills (written and verbal)
  • Fluency in Lugisu Local Dialect is an added advantage
  • Willingness to travel to remote field sites as required
  • Must be legally authorized to work in Uganda (visa sponsorship not available)
