About This Recruitment

These positions sit within the Operation Support Team (OST) being assembled by the Ministry of Lands, Housing and Urban Development (MLHUD) to help deliver the Uganda Cities and Municipalities Infrastructure Development (UCMID) Operation, a six-year programme (FY2026/27-2031/32) financed by a US$540 million World Bank IDA credit. UCMID supports climate-smart urban infrastructure, institutional strengthening and capacity building across MLHUD and participating Local Governments.

The OST is a transitional, blended team of recruited specialists working alongside MLHUD staff, reporting to the Commissioner for Urban Development / Operation Coordinator. Contract OST members are engaged on a two-year contract, renewable twice subject to satisfactory performance.

Note: Only candidates with prior experience on externally (particularly World Bank) funded projects will be shortlisted.

Key Responsibilities

  • Support preparation and roll-out of Local Economic Development (LED) strategies and action plans across participating Local Governments
  • Integrate LED priorities into formal local government development plans
  • Provide technical assistance on economic development, job creation and revenue models
  • Design investment-attraction initiatives to draw domestic and foreign capital to Local Governments
  • Support Local Governments in preparing bankable investment proposals and profiles
  • Identify and structure viable Public-Private Partnership (PPP) opportunities
  • Support Local Governments in improving own-source revenue (OSR) collection systems
  • Promote entrepreneurship and MSME development within project areas
  • Facilitate engagement between public sector actors and private sector leaders
  • Monitor and evaluate LED interventions and compile progress/impact reports
  • Design and deliver LED-related capacity-building and training for MLHUD and Local Government staff

Qualifications

Bachelor's degree in Economics, Agricultural Economics, Development Studies, Regional Development, Public Administration, Local Government Administration, Urban and Regional Planning, Spatial Planning, Business Administration, Commerce or Entrepreneurship; Master's Degree in Economics, Business Administration, Local Economic Development, Development Economics, Public Policy or related field

Experience

Minimum 8 years of relevant experience, including at least 5 years supporting donor-funded municipal development programs, with experience in local economic development planning, investment promotion and enterprise development.
