Joint Medical Store (JMS) is a leading Private Not-For-Profit organization established in 1979 by the Uganda Catholic Medical Bureau (UCMB) and Uganda Protestant Medical Bureau (UPMB) under the Trustees Incorporation Act. Licensed by the National Drug Authority (NDA), JMS imports, warehouses, exports and distributes quality-assured medicines and health commodities to over 3,000 health facilities nationwide. Beyond distribution, JMS contributes to the broader health commodity value chain through training of health workers, infrastructure development, repair and maintenance of medical equipment, institutional capacity building and manufacturing (Oxylife, Clinisafe). It operates an ISO 9001:2015 certified Quality Management System ensuring good distribution, storage and laboratory practices.

This role is highly relevant to JMS’s current portfolio – JMS has been awarded the United States Department of State project “AFGHS-JMS” which aims to support continuity of lifesaving essential medicines, medical equipment and outbreak response within Private-Not-For-Profit health facilities while accelerating the shift to an accountable, interoperable and government-aligned supply chain, including stabilization of the JMS Enterprise Resource Planning (ERP) tool and Global Standards-1 (GS1) readiness. The M&E Specialist will be central to measuring and demonstrating results under this project.
Job Details
Joint Medical Store (JMS) is seeking a qualified, competent and motivated M&E Specialist to be based in Kampala. The position is under the AFGHS-JMS project funded by the United States Department of State.
Background – AFGHS-JMS Project Objectives:
- Procure, assure quality, warehouse commodities and equipment efficiently;
- Stabilize ERP; strengthen data use, and deliver priority interoperability, GS1 traceability and cyber resilience;
- Build an outbreak-ready supply chain with clear triggers, buffer stock, surge distribution and simulation;
- Strengthen PNFP workforce, governance, financing and country-led supply chain ownership.

Key Duties and Responsibilities
- Manage & enhance indicator reporting, data analysis, data visualization and evaluation activities to inform project performance management.
- Support development and implementation of the project Monitoring, Evaluation and Learning (MEL) framework and performance monitoring plan for AFGHS-JMS.
- Strengthen data use, interoperability, GS1 traceability and ERP-related data systems to ensure accountable, government-aligned supply chain reporting.
- Lead collection, validation, analysis and visualization of supply chain and health systems data to guide evidence-based decision making.
- Contribute to outbreak-ready supply chain preparedness including triggers, buffer stock monitoring and simulation exercises.
Qualifications, Skills and Requirements
- Bachelor’s or Master’s degree in Statistics, Public Health, Monitoring & Evaluation, Computer Science or a related field.
- Minimum 5 years of MEL experience within donor-funded health and health systems strengthening programs, preferably in the Supply Chain technical space.
- Demonstrated experience in indicator reporting, data analysis, data visualization and evaluation activities for project performance management.
- Strong analytical and data systems skills relevant to ERP stabilization, interoperability and GS1 readiness is an added advantage.
- Excellent reporting, communication and stakeholder engagement skills.
