Job Details
NRC is seeking a Monitoring and Evaluation Coordinator for its Uganda programme on a Full Time basis. The role is based in Uganda with field support across West Nile, Kampala and Southwest Uganda. The Coordinator will strengthen the country M&E system, support programme design and proposal development, ensure high-quality donor and internal reporting, and build capacity of programme and M&E staff. The position forms critical interfaces with Multi-CC Project Managers, CC Coordinators, M&E Manager, and Support Coordinators (Finance, HR, Logistics). Location: Uganda. Employment type: Full Time.
Key Duties and Responsibilities
- Adherence to NRC policies, guidance and procedures
- Support and contribute to the development and implementation of M&E systems, including M&E SOPs, guidance and tools
- Participate in program design and proposal discussions, including theory of change development, log frame design and budgeting for M&E
- Support program staff in planning for and executing M&E, including data collection methodology and tools and data management, analysis and use
- Support the implementation, dissemination and use of evaluations, assessments and monitoring data in program development, adjustment or review
- Contribute to organizational learning through supporting specific analysis, lessons learned and reports
- Capacity building and training of program and M&E staff on monitoring and evaluation technical and conceptual areas
- Supervise and mentor M&E staff in executing M&E plans
- Contribute to the design of M&E staffing structure and resourcing, including collaboration with programme staff to identify and plan for M&E needs
- Maintain and strengthen the overall M&E system by systematically reviewing progress against established benchmarks, facilitating consultations and technical trainings and coordinating regular reviews and updates
- Provide technical support to program teams in development of core M&E tools, including the M&E matrix, indicator reference protocols, indicator performance tracking tables and quality benchmarks
- Support Program staff in identification, planning and execution of M&E activities, encompassing costed concept notes, design of data collection tools, digital data collection processes, data management, analysis and evidence-based utilization
- Compile periodic quantitative output reports and ensure timely and accurate monthly reporting into GORS with rigorous data quality checks aligned to global standards and prescribed timeframes
- Lead the preparation of high-quality analytical reports for donors and internal NRC use and produce monthly M&E reports highlighting trends, gaps, and performance at both country and Area Office levels
- Facilitate structured capacity-building initiatives and technical trainings for Programme and M&E staff on conceptual and applied monitoring and evaluation
- Provide technical and surge support to field teams through regular visits, emphasizing data collection, analysis, data management, quality reporting and organizational learning
- Train field staff on technology-enabled data collection methods including use of standardized questionnaire templates
- Deliver ongoing technical assistance to partner organizations to ensure accurate, timely and high-quality reporting, including monthly achievements and donor submissions
- Provide technical and surge support for quantitative and qualitative analyses including assessments, donor reporting, needs assessments, post-distribution monitoring and outcome surveys
- Lead periodic grant reviews ensuring M&E data and analysis inform program adjustments
- Monitor indicators and track target achievement across projects in close coordination with Core Competency Leads and Project Managers
- Contribute to project and program planning processes, including kick-off and review meetings by preparing and presenting monitoring data
- Support identification of opportunities for cash-based interventions and market-based programming ensuring M&E evidence informs strategic decision-making
- Ensure all activities comply with NRC’s Safe and Inclusive Programming (SIP) guidelines and report any breaches confidentially through established channels
Qualifications, Skills and Requirements
- Bachelor’s degree in a relevant discipline including Statistics, Social Sciences; Post Graduate Diploma in M&E is an added advantage
- Minimum 5 years’ experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development
- Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods
- Understanding of data and information needs for program management and decision making
- Experience in facilitating capacity building of diverse colleagues, including local partner agencies
- Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods
- High level English language proficiency (speaking, reading, writing)
- Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)
- Experience using SPSS, STATA, Epi Info, or R
- Demonstrated and in-depth knowledge of Uganda’s humanitarian context with particular expertise in the refugee response across West Nile, Kampala and Southwest Uganda
- Proven ability to work in a highly dynamic and fast-paced environment
- Good communication, interpersonal, organisational and team working skills
- Good cultural awareness and sensitivity; highly approachable, trustworthy and confidential
- Knowledge of NGO operations and dynamics of the humanitarian sector is a plus
