About This Recruitment
These positions sit within the Operation Support Team (OST) being assembled by the Ministry of Lands, Housing and Urban Development (MLHUD) to help deliver the Uganda Cities and Municipalities Infrastructure Development (UCMID) Operation, a six-year programme (FY2026/27-2031/32) financed by a US$540 million World Bank IDA credit. UCMID supports climate-smart urban infrastructure, institutional strengthening and capacity building across MLHUD and participating Local Governments.
The OST is a transitional, blended team of recruited specialists working alongside MLHUD staff, reporting to the Commissioner for Urban Development / Operation Coordinator. Contract OST members are engaged on a two-year contract, renewable twice subject to satisfactory performance.
Note: Only candidates with prior experience on externally (particularly World Bank) funded projects will be shortlisted.
Key Responsibilities
- Support the M&E Specialist in managing the project's manual and computerized Monitoring Information Systems (MIS), including data collection, cleaning and input
- Track performance against project indicators, Program Development Objectives (PDOs) and Disbursement Linked Indicators (DLIs)
- Conduct field monitoring visits and Data Quality Assessments at Program Local Governments and ministry level
- Help compile monthly, quarterly, semi-annual and annual project progress reports
- Coordinate with Local Governments and MDAs on data compilation and provide technical backup on data tools
- Support annual performance assessments by the Independent Verification Agent (IVA), and midterm/end-of-program evaluations
- Train and mentor Program LG and ministry staff on data collection tools (Kobo Toolbox, SPSS, Excel)
- Help maintain project dashboards (Power BI) and document milestones, best practices and lessons learned
Qualifications
Bachelor's Degree in Statistics, Quantitative Economics, Social Sciences, Development Studies or related field; Master's Degree in a related field an added advantage; postgraduate diploma or certificate in M&E is mandatory
Experience
Six years of relevant M&E experience with externally funded projects, a development partner, multilateral/international organization, government entity or corporate environment.
