Palladium is seeking a National Antimicrobial Resistance (AMR) Technical Coordinator - Uganda to be based in Kampala, Uganda. This is a full-time, 10-month fixed-term role (Contractor) under the National and Community Technical Assistance Component of the Tackling Deadly Diseases in Africa Programme Phase 2 (TDDAP2), funded by the UK Foreign, Commonwealth and Development Office (FCDO).

• Programme Context: In September 2024, Palladium was awarded the National and Community Technical Assistance Component contract of TDDAP2. TDDAP2 is enhancing health security across Africa, building upon African successes, and contributing to the reduction of illness and death from infectious disease threats in African populations and globally, with a particular focus on women and girls. The Palladium-led component provides technical assistance to the Democratic Republic of the Congo (DRC), Ghana, Kenya, Malawi, and Uganda to ensure national and community systems are better prepared to prevent, detect and respond to public health threats and outbreaks. It supports local capacity building to implement National Action Plans for Health Security (NAPHS) within a multisectoral One Health, climate-informed approach that ensures gender equity and social inclusion. The component is expected to close-out in 2027.
• AMR Focus (from April 2026): During the final year of TDDAP2, the programme is increasing its focus on tackling AMR in Ghana, Kenya, Malawi and Uganda. This work builds on gains made through the Fleming Fund and focuses on strengthening AMR governance and ownership at national level, improving surveillance and reporting systems, and strengthening laboratory systems and capacity, all using a One Health approach in partnership with national governments and other implementing partners.
• Role Purpose: Support the effective implementation of AMR activities across TDDAP2 in Uganda. Work closely with the Uganda country team, consortium partners and national government to ensure activities are well coordinated, of strong technical quality and achievements can be sustained beyond the life of the programme.
• Location: Kampala, Uganda
• Work Mode: On-site / in-country coordination in Kampala with engagement at national government and stakeholder meetings, events and workshops
• Reporting Lines: Reports directly to the Team Leader or Country Lead; has technical oversight of AMR inputs by partners and technical consultants; works in close collaboration with government counterparts, stakeholders and AMR governance bodies
• Contract Duration: 10 months fixed term (TDDAP2 final year)

Key Duties and Responsibilities

• Coordination
  • Coordinate all in-country work on AMR in Uganda.
  • Maintain oversight of timelines of activities and work with partners and consultants to ensure activities are delivered on time and to high technical standards.
  • Proactively flag any risks to meeting deadlines and work with the Team Leader and/or Country Lead to design and execute mitigation strategies.
• Technical Oversight and Support
  • Develop clear Terms of Reference for Technical Assistance providers.
  • Provide technical oversight of AMR inputs provided by partners and consultants in-country.
  • Identify any concerns with technical inputs and work with the Team Lead, Country Lead, partners and consultants to rectify these.
  • Review technical deliverables and products, as relevant.
  • Where necessary, provide mentoring and technical support to consultants to ensure harmonised and high-quality implementation.
• Stakeholder Engagement
  • Maintain strong and positive relationships with national stakeholders and governance bodies related to AMR.
  • Keep up to date with the AMR situation within the country, providing recommendations to ensure activities respond to emerging threats.
• Other Duties
  • Support the development and refinement of workplans.
  • Support the Team Leader and work with country teams, partners, and consultants to coordinate reporting (monthly updates, quarterly / annual reports) to FCDO, with a particular focus on drawing out key achievements and lessons.
  • Represent and act as an ambassador for TDDAP2 and Palladium both internally and externally at relevant meetings, events and workshops and actively seek opportunities for collaboration.

Qualifications, Skills and Requirements

• Doctor of Medicine, Doctor of Veterinary Medicine, Degree in Public Health, Health Sciences, Biological Sciences, Laboratory Sciences, Microbiology, Pharmacy or other graduate qualification related to One Health and Antimicrobial Resistance (AMR).
• A master’s degree or demonstrable postgraduate experience working directly in public health, epidemiology, biosciences, AMR, or a health-related topic.
• At least 10 years’ experience working in the field of Public Health, ideally with government, or statutory bodies.
• At least 5 years’ experience working in Global Health Security and AMR.
• Excellent project management skills, with experience developing, implementing and monitoring programme workplans.
• Proven experience delivering technical assistance programming to high quality standard.
• Excellent stakeholder relationship and networking skills with the ability to quickly develop authentic relationships with a wide variety of stakeholders.
• Exceptional communication skills, both written and verbal, with experience contributing to technical reports, and presenting at regional or global forums.
• Ability to work independently and manage multiple priorities, while ensuring high-quality, harmonised technical oversight.
• Fluency in English required; alongside proficiency in one or more local languages.
• Level of Education: Postgraduate degree (Masters required).
