The World Health Organization (WHO) is seeking a National Consultant for Tobacco Control to provide technical and coordination support for activities related to the implementation of the Tobacco Control Act and Regulations in Uganda. This is a consultancy position based in Kampala, Uganda.

• Remuneration: UGX 7,531,560 per month (total contract value UGX 112,973,400)

Key Duties and Responsibilities

The consultant will support Uganda under the Gates Foundation funded Africa Tobacco Control Project at the WHO Regional Office and Headquarters. Key responsibilities include:

Activity 1: Coordinate and monitor progress of implementation of MOH tobacco control priorities through regular follow-up of activities in the WHO Country Office Biennial Workplan.

Activity 2: Support capacity building, mentorship and follow-up of tobacco control enforcement officers and monitor implementation of district action plans.

Activity 3: Provide technical and operational coordination for the Tobacco-Free Farms initiative, working closely with government ministries, agricultural extension services, farmer groups, other UN Agencies and development partners.

Activity 4: Provide technical support to the Directorate of Government Analytical Laboratory (DGAL) and relevant institutions to participate in global collaborative studies and other product regulation matters.

Activity 5: Monitor implementation of the Tobacco Control Act and tobacco industry interference in collaboration with the Ministry of Health and WHO tobacco control teams.

Activity 6: Promote public awareness and multisectoral engagement for tobacco control through public sensitization activities, including World No Tobacco Day and other national events.

Activity 7: Any other tasks assigned by the WHO representative.

Qualifications, Skills and Requirements

Educational Qualifications:

• Advanced degree (Master's or higher) in Public Health, or a related field.

Essential Experience:

• Minimum of 5 years' experience in health program management.
• Knowledge of WHO FCTC and MPOWER.
• Tobacco surveillance data analysis.
• Experience working with government institutions and development partners.
• Technical writing for WHO reports, donor proposals, and policy briefs.
• Management of grants and multi-partner projects.

Desirable Experience:

• Tobacco taxation and health economics.
• Policy and legislative analysis.
• Understanding of industry interference and Article 5.3 implementation.
