About This Recruitment

These positions sit within the Operation Support Team (OST) being assembled by the Ministry of Lands, Housing and Urban Development (MLHUD) to help deliver the Uganda Cities and Municipalities Infrastructure Development (UCMID) Operation, a six-year programme (FY2026/27-2031/32) financed by a US$540 million World Bank IDA credit. UCMID supports climate-smart urban infrastructure, institutional strengthening and capacity building across MLHUD and participating Local Governments.

The OST is a transitional, blended team of recruited specialists working alongside MLHUD staff, reporting to the Commissioner for Urban Development / Operation Coordinator. Contract OST members are engaged on a two-year contract, renewable twice subject to satisfactory performance.

Note: Only candidates with prior experience on externally (particularly World Bank) funded projects will be shortlisted.

Key Responsibilities

  • Manage calendars, meeting schedules and official appointments for the Operation Coordinator and Manager
  • Plan and execute logistics for internal meetings, program workshops and stakeholder consultations
  • Prepare agendas, briefing materials and accurate minutes of official proceedings
  • Screen and manage calls, visitors and high-level officials with professionalism
  • Log and route incoming/outgoing mail and official communications
  • Draft, proofread and finalize administrative letters, memos, certificates and correspondence
  • Maintain secure physical and electronic filing systems for program documents
  • Ensure confidential archives and document databases meet institutional data management protocols
  • Requisition and track office stationery, printing materials and supplies
  • Coordinate with support/maintenance teams to keep the workspace organized and clean

Qualifications

Bachelor's Degree (Honours) in Public Relations Management, Development Studies and Project Planning and Management, Secretarial Studies, Office Management, Business Administration or a related field

Experience

Minimum of 5 years of relevant professional experience, including at least 5 years providing secretarial support within donor-funded programs (e.g. World Bank) or public sector institutions.
