Partnerships and Program Development Specialist

The Food and Agriculture Organization (FAO) Uganda is seeking a Partnerships and Program Development Specialist based in Kampala on a contractor basis. The role sits within the Partnerships and Program Development Unit supporting the FAO Representative in systematic, high-quality identification, engagement and securing of resources to deliver the Country Programming Framework (CPF) 2026-2030. FAO's programme is funded by assessed and voluntary contributions, with voluntary contributions accounting for almost 70% of the global budget. The Specialist works under direct supervision of the Partnerships and Program Development Specialist and in close collaboration with Programme, Operations, MEAL and Communication Units, focusing on donor intelligence, pipeline management, donor engagement and programme design. Key Duties and Responsibilities

• Develop synthetic and up-to-date briefing notes on priority bilateral and multilateral resource partners, covering funding priorities, country programme strategies, investment trends and alignment to the FAO Uganda CPF 2026-2030
• Update and maintain the Resource Mobilization Opportunities Pipeline, tracking engagement across the full lifecycle and preparing summary pipeline reports for monthly RM/Programme coordination meetings
• Support Programme/RM coordination meetings with agenda, note-taking, documentation and follow-up
• Coordinate and assist in preparation of donor-facing engagements including agenda-setting, presentations and briefing materials, logistics and post-meeting debrief notes with agreed follow-up actions; draft donor correspondence in coordination with Programme Development Specialist and technical staff; maintain action tracker and follow-up for each engagement
• Develop structured project briefs outlining strategic background, operational components and progress status updates
• Assist along the Resource Mobilization cycle from eligibility assessment and funding window analysis through concept note and proposal development, coordinating inputs from programme, M&E, gender and operations teams and ensuring alignment to CPF results frameworks
• Contribute to at least one review/update of the RM Strategy and Action Plan

Qualifications, Skills and Requirements

• Advanced University degree / University degree from an institution recognized by IAU/UNESCO in international development studies, international relations, economics, political and social sciences, agribusiness, agricultural sciences, environmental sciences, rural development, or related field (consultants with bachelor's degree need two additional years of relevant professional experience)
• At least 5 years of relevant experience in resource mobilization, partnership development, or project management in humanitarian and development contexts
• Professional work experience at national and/or international level, experience working in the UN or other international development organization is required
• Full proficiency/working knowledge of English

• Excellent oral and written skills including drafting, formulation and reporting
• Accuracy and professionalism in developing resource partner research, document production and pipeline tracking with eligibility and criteria compliance

• Solid computer literacy including MS Office applications, self-motivated, able to work with minimum supervision and tight deadlines
