About This Recruitment

These positions sit within the Operation Support Team (OST) being assembled by the Ministry of Lands, Housing and Urban Development (MLHUD) to help deliver the Uganda Cities and Municipalities Infrastructure Development (UCMID) Operation, a six-year programme (FY2026/27-2031/32) financed by a US$540 million World Bank IDA credit. UCMID supports climate-smart urban infrastructure, institutional strengthening and capacity building across MLHUD and participating Local Governments.

The OST is a transitional, blended team of recruited specialists working alongside MLHUD staff, reporting to the Commissioner for Urban Development / Operation Coordinator. Contract OST members are engaged on a two-year contract, renewable twice subject to satisfactory performance.

Note: Only candidates with prior experience on externally (particularly World Bank) funded projects will be shortlisted.

Key Responsibilities

Ensure project procurement at central and Local Government level complies with PPDA and World Bank rules
Prepare and update project procurement plans aligned to approved work plans/budgets
Identify procurement risks and mitigation measures; escalate suspected fraud or governance issues
Support technical specifications, market research and competitive bidding document preparation
Lead procurement processes for goods, works and consulting services (RFQ, ITB, RFP, evaluations, awards)
Route clearance documentation to the MLHUD Contracts Committee and secure World Bank no-objections
Track contract implementation and review variations/amendments
Maintain a compliant procurement and contract record-keeping system
Support PDU staff at MLHUD and the 49 UCMID Local Governments with file management and plan execution
Coordinate procurement capacity-building and audits, including World Bank Post Procurement Reviews
Prepare periodic procurement progress and performance reports

Qualifications

Bachelor's Degree in Procurement, Logistics, Business Administration, Commerce, Supply Chain Management or related field; Master's Degree in a related field; full CIPS professional qualification (mandatory)

Experience

At least 8 years of experience, including at least 3 years in a managerial/supervisory role and at least 3 years in procurement/supply chain duties at specialist level on externally funded or multilateral/international projects. Strong knowledge of multilateral procurement policies (e.g. World Bank) and Uganda's PPDA rules required.
