Uganda National Oil Company Limited (UNOC) is a limited liability company wholly owned by the Government of Uganda. Established under Section 42 of the Petroleum (Exploration, Development and Production) Act and Section 7 of the Petroleum (Refining, Conversion, Transmission and Midstream Storage) Act, both of 2013, and incorporated on 12 June 2015 under the Companies Act 2012, UNOC's overall function is to handle the Government's commercial interests in the petroleum sector and ensure sustainable exploitation of the resource. Its Vision is to be a profitable company that sustainably operates across the petroleum value chain by 2030 and its Mission is to sustainably develop and manage the State's commercial interests to contribute to Uganda's socio-economic transformation. UNOC operates through two subsidiaries: Uganda Refinery Holding Company Ltd (URHC) and National Pipeline Company (NPC). NPC holds a 15% interest in the East African Crude Oil Pipeline (EACOP) and is responsible for storage terminals, pipelines and downstream supply and trading. This position sits within the National Pipeline Company and directly supports UNOC's bulk petroleum products trading and importation mandate, including recent initiatives to strengthen regional energy security.

Job Purpose: Responsible for onboarding and managing products trading customers (OMCs), ensuring smooth day-to-day business relations and consistent fulfillment of customer demand. Secure and validate customer product requirements, coordinating internal efforts to allocate volumes that support sustainable market supply.

Key Duties and Responsibilities
- Identify, appraise, and sign-up customers (OMCs) with terms and conditions tailored to deliver the business objectives of UNOC for the bulk petroleum products business in compliance with internal policies and processes and relevant regulatory guidelines.
- Participate in the development and implement approved products trading processes and procedures in line with the level of business being implemented and applicable trading licenses.
- Implement the approved Customer Portfolio Management plan to support the sustainable growth of assigned key customer accounts for the Products Trading Business.
- Conduct routine petroleum products market price assessments and monitoring to support appropriate product pricing to the OMCs to achieve desired business goals and objectives.
- Undertake timely initiation and follow through the processing of Customer Product Orders in UNOC and enabling logistical partners' ERP systems and proactively follow up timely process approvals to contribute to desired transaction turn-around timelines.
- Carry out routine engagements with assigned customer accounts and build customer relations to support effective and sustainable implementation of the products trading business.
- Undertake routine monitoring of assigned OMCs business accounts (product ordering, timely payments and product evacuation performance) to support their business growth in line with growth targets of the company and the country.
- Participate in tracking products trading business risks and implementing mitigation actions to safeguard achievement of desired business objectives.
- Participate in development and implementation of a Quality, Health, Social, Security, Safety and Environment (QH3SE) system, in liaison with QH3SE team members and relevant service providers.
- Manage day-to-day engagements with assigned OMCs accounts to ensure desired customer experience in products importation and supply, while striving to meet their monthly demand commitments.
- Manage assigned OMCs and related stakeholders in relation to monthly moderated and communicated products volumes allocations and initiate resolving of related grievances (from assigned OMCs).
- Participate in development and implementation of the annual NPC Stakeholder Engagement Plan and provide technical input to support stakeholder engagements to achieve desired business goals and secure stakeholder buy-in.
- Undertake any other duties and responsibilities as may be assigned from time to time by supervisor(s).
Qualifications, Skills and Requirements
- Bachelor's degree (Hons) in either Mechanical Engineering, Industrial Chemistry, Economics, Statistics, Commerce, Marketing, Business Administration or related degree from a recognised University.
- Minimum of four (4) years demonstrable working experience, preferably in downstream petroleum products trading business.
- Relevant postgraduate training in Petroleum Products Trading will be an added advantage.
- Demonstrable knowledge of HSE principles is an added advantage.
