Project Analyst – IIWM Project

Role

The Project Analyst provides operational leadership for the Improved Integrated Waste Management Project (IIWMP), ensuring alignment with the project's Theory of Change, results chain, and approved work plan. Works under the supervision of the Team Leader, Nature Climate Energy & Resilience Unit at the UNDP Uganda Country Office.

Key Duties

  • Lead overall implementation, adaptive management, and strategic oversight of the IIWMP
  • Supervise day-to-day operations of the Project Management Unit including PMU staff, consultants and technical specialists
  • Ensure effective functioning of the project governance structure including National Project Board meetings
  • Lead support to national institutions in drafting and operationalizing key policy instruments
  • Oversee contracting for feasibility study, ESIA, and construction of Material Recovery Facility
  • Coordinate entire procurement cycle for construction and operationalization of waste treatment facilities
  • Provide oversight into construction and commissioning phases
  • Lead development of comprehensive scale-up plans based on pilot evidence
  • Establish and maintain the project's Monitoring, Evaluation, Accountability, and Learning (MEAL) system
  • Oversee development of digital Monitoring, Reporting and Verification (MRV) platform
  • Prepare quarterly and annual progress reports
  • Lead development and implementation of communication and visibility strategy
  • Manage project budget ensuring compliance with UNDP financial rules

Qualifications

  • Advanced university degree (master's degree or equivalent) in Civil Engineering, Environmental Management/Engineering, Sustainability or related field; or bachelor's degree with 2 years qualifying experience
  • Demonstrated experience in feasibility, Detailed Engineering Design and ESIA for infrastructure development projects
  • Experience in waste management solutions, circular economy and climate change
  • Knowledge of UNDP procurement procedures and operating knowledge
  • Strong communication and stakeholder engagement skills
  • Fluent in English
