Job Details
The United Nations Development Programme (UNDP) Uganda in collaboration with the Ministry of Water and Environment (MWE), Ministry of Health (MoH), Ministry of Local Government (MoLG), National Environment Management Authority (NEMA) and Masaka City Council (MCC) is implementing the Improved Integrated Waste Management Project (IIWMP) funded by the Italian Ministry of Environment and Energy Security (MASE). The long-term goal is to establish an efficient Municipal Solid Waste (MSW) and Health Care Waste (HCW) management system that minimizes greenhouse gas emissions and maximizes resource recovery. The project is anchored in Uganda's NDCs, Green Growth Development Strategy 2017/18-2030/31, draft National Waste Management Policy and SDGs 3, 5, 11, 12 and 13. The National Project Analyst (NPM) will ensure day-to-day management and implementation of the IIWMP under the supervision of the Team Leader, Nature Climate Energy & Resilience Unit (NCER) and in close collaboration with national counterparts. The position is based in Masaka to oversee the pilot implementation with regular travel to Kampala for coordination, and provides operational leadership, risk management and reporting to the National Project Board and donor. Key Duties and Responsibilities
- Lead overall implementation, adaptive management and strategic oversight of the IIWMP ensuring alignment with Theory of Change, results chain and approved work plan
- Supervise and manage day-to-day operations of the Project Management Unit (PMU), including PMU staff, consultants and technical specialists
- Ensure project governance functions effectively, including organizing National Project Board (NPB) meetings, preparing agendas and following up on decisions
- Work closely with the National Technical Working Group (TWG) and stakeholders to provide timely technical inputs during planning and implementation
- Lead recruitment and contracting processes for all project experts, consultants and service providers
- Lead support to national and local institutions in drafting, finalizing and operationalizing key policy instruments, SOPs, guidelines and byelaws
- Coordinate stakeholder consultations, validation workshops and capacity-building sessions for national and local government staff
- Support establishment and strengthening of institutional cooperation mechanisms across MWE, MoH, NEMA, MoLG and Masaka City Council
- Oversee contracting and management of firms to conduct detailed feasibility study (DFS), Detailed Engineering Design (DED), Environmental and Social Impact Assessment (ESIA), Gender Analysis and Action Plan and other studies
- Oversee procurement cycle for construction and operationalisation of the Material Recovery Facility (MRF) and healthcare waste treatment facility, ensuring compliance with UNDP rules and contract implementation
- Provide oversight of construction and commissioning phases with construction supervision engineer and Health Safety and Environment (HSE) supervisor
- Support Masaka City Council in defining plant operating model and operator contract and build capacity of municipal and healthcare staff for operation and maintenance (O&M)
- Coordinate design and implementation of city-wide circular economy awareness campaign engaging local partners
- Lead development of comprehensive scale-up plans drawing on evidence and lessons from Masaka pilot and identify co-financing and resource mobilization opportunities
- Establish and maintain Monitoring, Evaluation, Accountability and Learning (MEAL) system and digital Monitoring, Reporting and Verification (MRV) platform to track waste flows and results
- Ensure compliance with UNDP quality standards, safeguards, Results-Based Management (RBM) principles and donor reporting obligations
- Facilitate coordination among government institutions, local authorities, UNDP teams and development partners and promote knowledge sharing and gender-responsive approaches
