Q-Sourcing Limited trading as Q-Sourcing Servtec on behalf of its client TotalEnergies is recruiting a Road Safety Officer & Deputy RSC to be based in Kampala. This is a Full Time role reporting in support of the Road Safety Coordinator (RSC). The role coordinates compliance with road safety and land transportation standards for all contractors and the Company, and manages road safety systems, audits and reporting. Key Duties and Responsibilities
- Act as assistant to the RSC and coordinate compliance of the road safety and land transportation standards for all contractors and the Company
- Coordinate with respective focal points and contractor nominated RSC for implementation of Road Safety Commitments and Objectives
- Coordinate all internal and external audits including scheduling and follow-up on actions
- Custodian of all vehicles and driving REX and safety Alerts and ensure they are dispatched to all relevant stakeholders
- Dispatch vehicles and driving policies, standards, procedures, campaigns, risk assessments, REX and other applicable documentation to respective focal points
- Consolidate drivers' competencies profiling and generate a comprehensive driver competencies database
- Follow up and consolidate company's and contractor driver training programs and training needs and communicate applicable standards to respective focal points
- Consolidate comprehensive database for all drivers including driving license, defensive driving training, medical fitness certifications, rewards and sanctions
- Consolidate implementation of driver's reward and sanctions policy and issue a consolidated dashboard
- Consolidate implementation of Alcohol and Drugs spot checks on all contractor and Company drivers
- Coordinate company drivers' fatigue management procedure by ensuring compliance with defined working hours and closely follow up on associated drivers' recuperation periods by keeping records of drivers' timesheets and coordinate audits on fatigue management
- Schedule road safety awareness programs with respective contractors and ensure program suits target audience of drivers
- Consolidate road safety initiatives proposed by Company contractors to ensure alignment with Community Road Safety strategy, needs and communication strategy
- Consolidate and follow up on all Company and contractors' vehicles and driving HSE events
- Consolidate follow-up on all actions arising from anomalies, incidents, accidents and audits
- Coordinate participation of company Quarterly Road Safety meetings and provide meeting reports
- Consolidate reports and activities implemented by the Community Road Safety contractor
Qualifications, Skills and Requirements
- Degree in a relevant Discipline
- Minimum 3 years' experience in Transport and Logistics operations systems especially Vehicles and Driving Operations, and Data Acquisition Systems with Situational Intelligence
- In-depth knowledge of in-vehicle management Systems, onboard computers and systems for vehicle tracking, and previous field experience in Oil and Gas Logistics and operations
- Excellent understanding of international, regional and Uganda Road Safety requirements and regulations, Road safety acts, East African Community traffic regulations and Uganda traffic regulations
- Experience in database management and reporting including MS Access, Word, Project and Excel
- Multicultural awareness, environmental awareness, organization, adaptability and anticipation skills and computer literate, knowledge and experience with Journey Management Plan procedures
