Job Details
BRAC Uganda is hiring 2 Senior Officers, Human Resource under the AIM Programme. The role is Contractual with negotiable salary, based in Kampala and Arua within designated AIM Regions. Reporting within HR, the Senior Officer oversees operational efficiency across recruitment, staff welfare, performance management, procurement, office administration, fleet management and safety & security as the regional focal person. The role ensures compliance with HRPP, labour laws and BRAC International standards.
Key Duties and Responsibilities
- Support recruitment and onboarding for branch level staff (grade 4 and below) and casual staff in assigned region and maintain up-to-date recruitment tracker under Country Office guidance in line with recruitment SOPs
- Verify statutory documentation (social security registration, national ID) for all new joiners to ensure compliance
- Oversee probation reviews for field staff and ensure timely completion
- Track and manage contract start and end dates for field staff and notify Country Office HR team in advance of renewals
- Maintain databases for casual staff contracts and field office headcount and forward reports to Country Office
- Ensure all field office staff are enrolled in statutory and organisational benefits including medical insurance, GLA, GPA and social security for eligible staff
- Provide training and support to field office staff on HRIS navigation
- Maintain staff movement and attendance registers at field level
- Implement occupational safety and health measures including regular workplace checks ensuring compliance with OSH regulations
- Ensure smooth completion of staff offboarding including clearance, exit interviews and documentation
- Ensure safety of team members from harm, abuse, neglect, harassment and exploitation and act as safeguarding focal support
- Practice, promote and endorse safeguarding policy and implementation of safeguarding standards
Qualifications, Skills and Requirements
- Bachelor's degree in Human Resources, Business Administration, Organizational Psychology or related field
- Minimum of 2 years' HR experience in an International NGO setting
- Knowledge of HR policies, labour laws and Employment Act
- Basic computer literacy
- Good organisation, analytical, critical thinking, decision making and creativity skills
- Excellent communication skills both written and verbal, report writing, facilitation and presentation skills
- Ability to work under pressure and minimum supervision and in multi-ethnic and multi-cultural environment
- Proactive, detailed oriented, strong interpersonal skills with ability to provide difficult feedback and growth mindset
