Standards and Specifications Engineer

Uganda Electricity Transmission Company Limited (UETCL) is inviting applications for the position of Standards and Specifications Engineer in the Grid Development & Planning Department, reporting to the Senior Safety and Standards Engineer. The purpose of the role is to ensure that UETCL equipment and work procedures conform to national and international standards, prepare and review technical specifications in line with best engineering practices, establish quality policies, procedures and frameworks in line with ISO 9001, and integrate quality with safety management under ISO 45001:2018. Duty station is Kampala. Employment is full-time. Only electronically submitted applications will be accepted.

Key Duties and Responsibilities

• Compile, review and update the company engineering standards manual and specifications database
• Carry out inspection of all engineering equipment and materials delivered to company stores
• Carry out inspection and sensitization at field sites of engineering works in UETCL to enhance compliance with set work standards and procedures
• Provide technical guidance to staff in user sections on preparation of technical specifications/terms of reference for goods and services to be procured by UETCL
• Carry out technical audits on performance of engineering goods and services procured by UETCL to verify quality to guide future procurement
• Prepare tender documents and carry out evaluation of bids for procurement of engineering goods and services and participate in quality conformance verification and inspection of all project activities and commissioning exercises
• Lead and monitor the quality management and OHS systems for all transmission projects and operations, and build capacity in quality and OHS assurance, auditing and compliance
• Promote adoption of best practices and new technologies in standards, quality and OHS management, and support multi-system integration (ISO 9001, ISO 45001, ISO 55001)
• Perform any other duties as may be assigned from time to time

Qualifications, Skills and Requirements

• Bachelor's Degree in Electrical or Mechanical Engineering
• 3 years of relevant experience in an energy-related industry
• Must be a member of the Safety and Health Association of Uganda (SHAU)
• Must provide evidence of training in standards, procurement and specifications fields and demonstrate knowledge of standards and specifications development
• Evidence of membership on the UNBS or other international organization standards development technical committees is an added advantage
• Certification or training in NEBOSH, IOSH, proficiency in computer applications and defensive driving is an added advantage
• Strong analytical, communication and interpersonal skills
• Person of high integrity, highly motivated, innovative and a committed team player
