TotalEnergies Uganda is recruiting a Surface Quality Surveillance Leader based in Kampala for one vacancy. The role coordinates Package Quality Surveillance activities to ensure Contractor Quality activities are planned and performed in accordance with Project requirements and Criticality Assessment/Surveillance Plan. The holder defines the surveillance program and plans, manages inspection services contracts, and interfaces with Package Managers, Project Quality Manager, Construction and Engineering Managers, and third-party authorities. Employment is Full Time and involves extensive Quality surveillance on the Tilenga and related surface facilities. Deadline is 26 August 2026.
Key Duties and Responsibilities
- Adopt and demonstrate exemplary behavior with regard to Company Code of Conduct and HSE rules and implement HSE rules within area of responsibility and comply with HSE training requirements.
- Coordinate Package Quality Surveillance activities and ensure Contractor Quality activities are planned and performed per Project requirements and Criticality Assessment/Surveillance Plan.
- Define and develop a Package Surveillance program covering Contractors and Suppliers in coordination with Package Managers, Project Quality Manager, Construction and Engineering Managers.
- Define and develop Packages Surveillance Plans and associated organization and means and anticipate and plan surveillance resources and inspection tools.
- Populate the digital tool selected by the project with ITP information and updates for management of inspection activities.
- Coordinate activities of Package Quality surveillance and Construction QC Leaders and monitor performance of QC activities by Contractors, Suppliers and Vendors.
- Prepare surveillance services orders using the digital tool and manage the inspection services contract, validating and signing time sheets.
- Review Contractor purchase orders to verify QA/QC contractual requirements are considered.
- Participate when needed in KOM and PIM with subcontractors and vendors and remind contractual commitments and Company expectations for Quality.
- Review and approve Contractor Quality Control plans and Inspection and Test Plans, verify alignment with Company expectations, mark up ITPs with Company surveillance points with focus on Hold points, and review other Quality-related documents.
- Advise Contractors, Subcontractors and Suppliers on QA/QC activities for coherence and adequacy to Quality Specifications.
- Witness Quality Audits performed by Contractor on their Suppliers and participate in investigations of significant Quality failures.
- Review inspection reports and other quality records and deliverables and sign Quality records when needed on behalf of Company.
- Ensure material traceability requirements are properly implemented.
- Use worksite visits to liaise with resident project personnel and review QC problems or difficulties.
- Analyze and resolve issues highlighted during surveillance/QC activities and follow up remedial actions from findings and observations during audits.
- Interface with Third Party Authority for Contractor/Supplier assessment of conformity and ensure certification requirements are fully implemented.
- Participate in regular Quality reviews and meetings with Contractor, review quality KPIs, improvement efforts, quality issues/failures and NCR trends.
- Monitor and review regular reporting from Construction QC Leaders and ensure adequate and timely reporting to Package management and Quality Manager.
- Populate the surveillance reporting system and raise weekly and monthly status reports to Package Managers and Project Quality Manager and maintain Package Quality indicators (KPIs).
- Ensure confidentiality of all documentation under area of responsibility.
Qualifications, Skills and Requirements
- Engineer Degree or equivalent qualification required.
- 10 years in the oil and gas industry, at least 5 years post-qualification experience in QC/Inspection within Oil & Gas Industry with relevant Project experience.
- Proven experience in quality surveillance, ITPs, QC plans, contractor/supplier quality management, NCR trends, KPIs and digital inspection management tools.
- Strong knowledge of QA/QC contractual requirements, material traceability and third-party conformity assessment.
- Ability to coordinate multi-disciplinary teams and interface effectively with contractors, vendors and authorities while maintaining HSE and quality standards.
